question about the posted rules? it mentions to refrain from "illegal" postings and/or discussions. what exactly constitutes illegal? is it maybe referring to console mods and hacking the game? just wondering.

Anything that is classed as Illegal by Law. Downloading games, and hacking fall under that category, yes, as well as all the usual stuff.

Illegal postings have to do with advertising, we get a lot of spam bots in here. Also any solicitations.

Hacks are legal to discuss. What we mainly have to toe the line on in this forum is illegally downloaded or copied games. Nothing wrong with hacking your own game or console that you bought, no problem discussing that. What we can't discuss here is violations of obtaining or making public any copies of games.
