I got a question regarding "illegal activities" or what the definition is.

Are all roms and emulators considered "illegal"?  Even things that are no longer on the market?  Like SNES games? 

I came across a homebrew Chrono Trigger game that is very good, and I would share it if its permitted.

We've indeed drawn the line by all roms and emulators. Mainly because if we didn't it would make a really vague line on what is allowed and what isn't.
